Biography

Leo’s career began in 2003 working for a private consultant to prepare and manage development applications. Two years later he moved to Humphreys Reynolds Perkins, where he has been involved in a variety of tasks and projects in the company's Brisbane and Mackay offices.

Leo’s key areas of expertise and interest are in strategic land use planning and preparing and managing development applications. Leo has recent experience in strategic land use planning and plan-making, in both urban and rural settings. Notably, Leo has recently been involved in preparing new planning schemes, strategic planning studies, local area plans and scoping studies for local governments throughout Queensland. He has also enjoyed working on many major development projects throughout Brisbane and South-East Queensland, including urban infill and transit-oriented developments with recent project experience extending to commercial, retail, residential, industrial and mixed-use developments.

Leo graduated from the University of Queensland with honours in a Bachelor of Regional and Town Planning in 2005 and is a graduate member of the Planning Institute of Australia. During 2006 and 2007 he was the convenor of the group ’Promoting Planning as a Career to Secondary School Students’ which existed under the PIA Education sub-committee.

Fast Track Approvals
Humphreys Reynolds Perkins is a Brisbane City Council accredited consultant for RiskSmart.

RiskSmart is an application assessment and approval process that allows low-risk development proposals to be fast tracked with a commitment from Brisbane City Council to decide those applications within 5 business days.

In addition to saving time, RiskSmart applications may also qualify for a discount in Council assessment fees of up to 30%.

Eligible development proposals range from certain types of subdivisions, houses and multi-unit dwellings to extensions to shopping centres, industrial uses and prescribed tidal works.
