Biography

Matthew is a Senior Planner with Humphreys Reynolds Perkins. Since joining firm in 2003, Matthew has accumulated experience across a wide spectrum of planning and development sectors. His experience across major retail, commercial, residential, tourism, and extractive industry development projects has been complemented by his involvement in the preparation and review of planning schemes and other statutory planning instruments. Matthew works with both the private and public sectors.

Through Matthew's extensive experience with the broader planning and environment legislature, he has developed a reputation for converting the complex statutory framework into strong, efficient and achievable planning strategies. He strives to approach his work in a manner which is robust, well-considered and pragmatic, and that balances strategic imperatives with an attention to detail. Matthew is cognisant of the fact that clarity in communication is critical to his work and his synthesis and communication skills are highly regarded amongst his colleagues and clients.

His particular interest in the construct and application of planning law sees him regularly involved in both Planning and Environment Court and Land Court matters.

His interest in regulatory reform and emergent issues has seen Matthew recently author and publish a number of industry-leading analyses of the Sustainable Planning Act 2009 and the Queensland Planning Provisions. He is an active member of both the Planning Institute of Australia and the Queensland Environmental Law Association and has contributed numerous papers to both organisations and their respective professional publications.

Fast Track Approvals
Humphreys Reynolds Perkins is a Brisbane City Council accredited consultant for RiskSmart.

RiskSmart is an application assessment and approval process that allows low-risk development proposals to be fast tracked with a commitment from Brisbane City Council to decide those applications within 5 business days.

In addition to saving time, RiskSmart applications may also qualify for a discount in Council assessment fees of up to 30%.

Eligible development proposals range from certain types of subdivisions, houses and multi-unit dwellings to extensions to shopping centres, industrial uses and prescribed tidal works.
