Biography

Andrew was director of his own planning consultancy before merging that successful business with Humphreys Reynolds Perkins to establish the Gold Coast office in March 2001.

As the director of HRP Gold Coast, Andrew draws on over 25 years experience in Queensland's planning and development industry. During his career, Andrew has held senior public sector management roles including manager of Urban Design and Development and Environment with the Gold Coast City Council. In this role, Andrew was responsible for delivering a number of major policy documents, including the 1994 Gold Coast Planning Scheme, the Guragunbah Floodplain Structure Plan, the Bushfire Management Strategy and the Northern Wastewater Strategy, all of which received State and/or National Planning Institute Awards.

In private practice, Andrew has overseen a wide range of development applications that include major mixed use developments and complex masterplanned communities. He has strong interest and experience in facilitating ecologically sustainable development solutions, including the Ecovillage at Currumbin, winner of the Urban Land Institute Award for Excellence: Asia Pacific and the 2008 International Real Estate Federation's Prix d'Excellence for Environmental Development.

Andrew is a well-respected planning consultant with a wealth of knowledge relating to planning and environmental issues. He is a Fellow of the Planning Institute of Australia and former President of the Gold Coast Branch.

Fast Track Approvals
Humphreys Reynolds Perkins is a Brisbane City Council accredited consultant for RiskSmart.

RiskSmart is an application assessment and approval process that allows low-risk development proposals to be fast tracked with a commitment from Brisbane City Council to decide those applications within 5 business days.

In addition to saving time, RiskSmart applications may also qualify for a discount in Council assessment fees of up to 30%.

Eligible development proposals range from certain types of subdivisions, houses and multi-unit dwellings to extensions to shopping centres, industrial uses and prescribed tidal works.
